The Government established the measures for phase 2 in the Order of the published on May 16 in the Official State Gazette (BOE) and last Wednesday a series of easing of phases 1 and 2 were also published, thus responding to the demands expressed by some autonomous communities.

People from the same province, island or territorial unit in phase 2 can access the beaches to bathe and carry out sports, professional or recreational activities, but individually and without physical contact.
The beaches must establish a spatial distribution to guarantee the safety distance of two meters between users and the groups must not exceed a maximum of 15 people.
They can open recreational pools with a maximum capacity of 20 percent of the facility’s capacity. In case the users cannot maintain the safety distance of two meters, the capacity must be reduced.
To access the facilities, users must make an appointment and prior to opening, cleaning and disinfection must be carried out. Surfaces that have frequent contact should be disinfected at least three times a day.
Meetings of 15 people and weddings with up to 100
The meetings may have a maximum of 15 people, except in the case of people living together and older people can be visited in residences and supervised centers.
But they are limited to centers in which there are no confirmed cases of Covid-19, or in which there are no residents in quarantine.
Weddings may be held, but the capacity cannot exceed 50 percent of the capacity of the facilities where they are held and in the case of being outdoors, the figure should not exceed 100 people. In closed spaces they can be carried out with a maximum of 50 people.
As for the wakes, these can be held with up to 25 people if they are outdoors and 15, if they take place indoors.
Opening of shopping malls with 30% capacity
Shopping centers may open with 30% of the total capacity, while the capacity within each of the commercial establishments must be 40%.
Those who go to these centers will only be able to use the common areas to transit, but they will not be able to stay in them.
Scientific or innovative seminars and conferences may also be held again, but with no more than 50 people and they must meet the safety distance of two meters. In the event that they cannot do so, they must have adequate protection equipment for the level of risk “ensuring the development of such activities in conditions of safety, self-protection and social distancing”.
