New news of the de-escalation, as published today by the BOE: the swimming pools of all Spain, also those of the zones in phase 1, may open from this Monday for individual sports use, with appointment and limiting its capacity to 30 percent.
This is established in the order published this Saturday in the Official State Gazette (BOE) for the relaxation of certain national restrictions, established after the declaration of the state of alarm in application of phase 3 of the Plan for the transition to a new normality .
Specifically, the order allows individual sports in swimming pools or those practices that can be developed by a maximum of two people in the case of modalities thus practiced, always without physical contact maintaining the appropriate security and protection measures, and in any case the safety distance of two meters.
When the pool is divided by training lanes, a access and control system that prevents the accumulation of people and that complies with the safety and health protection measures.
In any case, the publication stresses that the 30 percent capacity limit for sports use in each pool must be respected, both in terms of access and during the practice itself.
More news from phase 3
In addition to the use of swimming pools, the Government has published more news, especially with regard to phase 3, which is released by some islands of the Balearic and Canary Islands: Formentera (Balearic Islands), and La Gomera, El Hierro and La Graciosa (Canary Islands). In them, as OKDIARIO already reports, time slots are eliminated in phase 3 and will allow meetings of up to a maximum of 20 people in homes and outdoors.
In phase 3, it may circulate through the province, island or territorial unit of reference for the purposes of the de-escalation process, without prejudice to the exceptions that justify the displacement to another part of the national territory for health, work, professional or business reasons, return to the place of family residence, assistance and care of the elderly, dependents or people with disabilities, due to force majeure or a situation of need or any other of a similar nature.
The order published this Saturday in the Official State Gazette allows Active and nature tourism activities for groups of up to 30 people. They will be arranged, preferably, by appointment and the groups will be a maximum of 20 people. During the development of the activity, traffic through areas or places susceptible to generating crowds will be avoided. Likewise, the conditions under which the activity of visiting monuments and other cultural facilities must be carried out must be respected.
During this activity, the safety and hygiene measures established by the health authorities for the prevention of Covid-19 must be respected, and, in particular, those related to maintaining a minimum safety distance of at least two meters, or in its defect the use of alternative physical protection measures.
In addition, during the development of the activity, audio guides, brochures or other similar material may not be provided.
In sports, cultural or recreational activities allowed in natural areas, the safety and hygiene measures established by the health authorities for the prevention of Covid-19 must be respected.
Zoos and aquariums
The zoos, aquariums and tourist recreation centers They may reopen to the public with a limitation of their total capacity to 50 percent in phase 3 of the de-escalation.
The BOE establishes that these facilities must limit to one third the capacity in the attractions and closed places; and commercial areas must comply with the conditions and hygiene and / or prevention measures established by the Ministry of Health.
Hotels and tourist accommodation in tourist recreation centers must comply with the conditions for the reopening of the common areas of hotels and tourist accommodation established by the BOE for phase 3.
The document orders that tourist, aquatic and zoological recreational centers expose to the public the maximum capacity of each premises and ensure that said capacity, as well as the interpersonal safety distance of two meters, is respected inside.
For this, they must establish systems that allow the count and control of the capacity, so that it is not exceeded at any time, and that must include the workers themselves.
Likewise, the order states that the organization of the movement of people and the distribution of spaces must be modified, when necessary, in order to guarantee the possibility of maintaining the interpersonal safety distance of two meters.
Preferably, as long as the center has two or more doors, a different use can be established for entry and exit, thus reducing the risk of crowding, the publication adds.
In tourist, aquatic and zoological recreational centers that have their own parking spaces for their workers and clients, when access to the facilities with the workers’ ticket and card readers could not be carried out automatically without contact, the BOE establishes that be replaced by manual and continuous control by security personnel, for better monitoring of capacity regulations.

Regarding hygiene measures, the interpersonal safety distance of two meters between clients must be guaranteed in the queuing, boarding and disembarking areas to the attractions, with marks on the ground, or through the use of beacons, signage and signage.
